The Government has also introduced a "Resolution under the Dogs and Cats Ordinance and the Interpretation and General Clauses Ordinance-Dangerous Dogs Regulation" into the Legislative Council in 1999. The Resolution was passed on 17 May 2000. This states it will allow owners to keep fighting dogs under controlled conditions and that they must be neutered. 4 breeds are named as dangerous: Pit Bull Terrier, Dogo Argentino, Fila Braziliero and Japanese Tosa. A proposed ex-gratia payment of $3,000 (amount to be decided) for each fighting dog voluntarily surrendered for destruction.

Dogs and Cats Ordinance The Dangerous Dogs Regulation is not yet on-line but comprehensive details of the background of this Resolution and minutes of the relevant subcommittee meetings can be found at this link Dangerous Dogs Regulation.
