The Government has also introduced a "Resolution under the Dogs and Cats Ordinance and the Interpretation and General Clauses Ordinance-Dangerous Dogs Regulation" into the Legislative Council in 1999. The Resolution was passed on 17 May 2000. This states it will allow owners to keep fighting dogs under controlled conditions and that they must be neutered. 4 breeds are named as dangerous: Pit Bull Terrier, Dogo Argentino, Fila Braziliero and Japanese Tosa. A proposed ex-gratia payment of $3,000 (amount to be decided) for each fighting dog voluntarily surrendered for destruction.
